Using Suomi.fi e-Authorisations to use the online service

 

Acting on behalf of a minor
 
It is possible to act on behalf of a minor in the City of Helsinki's financial and payroll administration online
service, if
  • you are the guardian of the child or
  • you have received one of the following powers of attorney from the child's guardians:
    • Services regarding municipal invoices and fees
It is not possible to act on behalf of a minor if
When you want to act on behalf of a minor, your authorisation is checked using Suomi.fi e-authorizations from the Population Information System. You can check your authorization in the e-Authorizations service. This link leads to an external service.

Acting on behalf of an adult
 
It is possible to act on behalf of an adult in the City of Helsinki's financial and payroll administration online
service, if
  • you have received one of the following powers of attorney from the person in question:
    • Services regarding municipal invoices and fees
You can visit the Suomi.fi e-Authorizations website to grant or request e-Authorizations under Grant and request authorisations. This link leads to an external service.
 
An authorised person or organisation may, after having been given the necessary authorisation, act on behalf of the person with regard to:
 
Name of authority Description of the power of attorney
Services regarding
municipal invoices and fees
 

With this authorisation, the authorised person may, on behalf of the

authorising person, manage matters relating to invoices and fees received
from municipalities, such as:
  • change the due date, account number and contact information
  • monitor the fulfilment of the social and health care payment ceiling and order a certificate
  • send and receive messages regarding fees, salaries, and employment.

If a person is unable to grant a mandate in Suomi.fi e-Authorizations independently, such as due to lack of skill or identification tools, they may use an assistant for granting the mandate. This link leads to an external service.
 
Trustee acting on behalf of the granter of the mandate in financial matters
 
In the City of Helsinki's Financial and Payroll Administration's online service, a trustee can act on behalf of their client in financial matters without a separately issued Suomi.fi e-authorisation, if
  • in the power of attorney, the trustee is given the right to manage the financial affairs of their client
  • the mandate is not limited to, for example, a specific asset such as a property or business
  • the power of attorney does not specifically require more than one trustee to always act on behalf of the client.
  • the trustee has their own strong authentication tool for digital services

Acting on behalf of an organisation
 
It is possible to act on behalf of an organisation in the service management of Financial Management Services, if
  • you are the managing director, deputy managing director, authorised signatory or a trader.
  • you have received one of the following mandates from a representative of the organisation:
    • Managing purchase and sales invoicing
    • Managing matters related to purchase and sales invoicing, employment relationships and financial management
When you want to act on behalf of an organisation, your rights are checked through Suomi.fi eauthorisations from the Trade Register, the Business Information System, the Register of Associations or the
Authorisation Register (mandates granted in Suomi.fi e-authorisations).
 
It is not possible to act on behalf of a company if
  • a person acting on behalf of a company has been registered in the Trade Register as an agent of the company without their personal identity code. Personal identity codes have been reported and registered in the Trade Register since 1 January 1994.
  • rules preventing acting on behalf of the company in the online service, such as insufficient level of foreign UID verification or unauthorised level of signature of the person.
  • The authority is granted by the municipal agency through the agent authorization service. This link leads to an external service.

An authorised person or organisation may, after having been given the necessary authorisation, act on behalf of the organisation with regard to:

With this authorisation, the trustee may, on behalf of the client, carry out
purchase and sales invoicing.
Managing matters related to
purchase and sales invoicing, employment
relationships and
financial management
With this authorisation, the authorised person may, on behalf of the
authorising person, manage matters relating to the company's financial and
payroll administration, such as:
  • purchase and sales invoicing
  • submission and receipt of financial statements, reports and payroll data
  • maintain documents and information related to the service relationship, which may include specific personal data.

If the organisation cannot grant mandates on its own in Suomi.fi e-authorizations, an authority may register the mandates on the basis of an application. This link leads to an external service.
